Cumbernauld Media FOI shows £30k start costs for new CultureNL body

A CUMBERNAULD Media freedom of information request has found that the costs of setting up Culture NL have totalled £30,000.

CultureNL Limited is a charitable company set up by North Lanarkshire Council to run the cultural activities within North Lanarkshire including arts and venues, community arts, community centres, libraries, museums and heritage and play services.

The arm’s length charitable company was set up last year, and already has a logo, and independent directors, including Adam Smith, chair of Friends of Cumbernauld House Park; Director of Cumbernauld House Trust; committee member of the Cumbernauld Environmental Forum and member Cumbernauld Community Forum, and Kilsyth Councillor, Heather McVey. 

The new limited charity is expected to save £1million on non-domestic rates, due its entitlement to run the amenities within its remit, including community centres and libraries as registered charities, allowing for the eligibility for grants.

CultureNL Limited was incorporated on Friday, October 26th, 2012 and Cumbernauld Media can reveal, through a Freedom of Information request that the costs of starting up the organisation have so far totalled £30,000 – with further costs yet to be incurred. 

According to figures obtained under Section 1 of the Freedom of Information (Scotland) Act 2002, a £100 cost has been incurred through the design of the new body’s logo; £30,000 has been spent on setting up IT systems; £40 has been spent on the registration of Culture NL as a company limited by guarantee; and, £35 has been spent in order to register Culture NL as a Community Interest Company.
As part of the request we asked how much had been spent relocating capital assets into the ownership of CultureNL Limited, and how much had been spent on copyrighting the CultureNL Limited logo. We were told that “no costs” were incurred through capital relocation as the council’s buildings were simply being “leased” to North Lanarkshire Council. Furthermore, we were told that no information is available on the fees incurred through the copyrighting of the new body’s logo, although it was admitted, in our request’s response that any costs were “still to be advised.” 

CultureNL Limited is a registered company no. SC435540; incorporated on Friday, October 26th, 2012, and is based at the Summerlee Museum of Scottish Industrial Life, in Coatbridge.
